Denis-Emmanuel is a lawyer at the Brussels Bar since 2002 and an affiliate Professor at the University of Liège. He specialises in Belgian and international tax law.

He deals with a wide array of tax topics : international tax planning, tax aspects of financial and insurance products, tax regime of holdings, tax aspects of foreign entities, reorganisations, estate planning,… With a solid practical experience in leading international law firms where he worked for over 12 years, he founded in 2015 the law firm Bloom Law with other lawyers specialised in tax and employment law.

Renowned for his analytical, synthetic and didactic skills, he is regularly invited to analyse the constant changes in tax rules in the financial press and tax journals, as well as at conferences in Belgium and abroad. He always strives to convey – particularly on the professional social network Linkedin – his understanding of complex subjects in a precise and concise way.

His areas of expertise are international tax planning, investment taxation, foreign legal structures, company reorganizations, wealth taxation, holding company taxation, withholding tax issues, etc.

In particular, his columns in L’Echo and La Libre are much appreciated by tax professionnals and laymen alike, who are always likely to find themselves in the cases that he recounts as ‘little stories’, from which he tries to extract useful practical lessons… And in parallel with this ‘popular’ register, he has also written two major works on cutting-edge subjects of comparative and international taxation: L’utilisation des structures sociétés luxembourgeoises par les résidents belges: la SPF, la SICAV-SIF et la SOPARFI (Larcier, 2014, 217 pages) and DAC 6 et la déclaration obligatoire des dispositifs transfrontières agressifs de planification fiscale (Anthemis et Legitech, 2023, 320 pages, co-authored with A. Nollet).

Denis-Emmanuel has had a passion for chess since he was a teenager, and understands the vast and ever-changing body of tax rules in the same way as in chess, where you have to master all the ins and outs of your own moves and those of your opponent. Denis-Emmanuel’s approach to dealing with the tax authorities is not one of confrontation or evasion, but rather one of strategic anticipation, so that he can always stay one step ahead in the interests of his clients.

Fascinated by the diversity and richness of languages, Denis-Emmanuel is fluent in French, Dutch, English, German and Russian. His mastery of the languages gives him privileged access to all the subtleties of comparative and international tax law literature, so that he can ‘tailor-make’ the needs of his clients who are often involved in cross-border situations.
